Why do some games not offer console commands?

In order for games to have console commands the developer console has to be unlocked and available. Without the developer console the game cannot be told to enable cheats in the game. Some games that are multiplayer or online have  the console commands blocked and cannot be used so no player can cheat and have a fair advantage  of winning the game. Only video games on the PC or Mac have access to console commands, video game console do not and require another method to activate cheats in the game. Some for example are activated through a certain pattern of buttons pressed. For example (X, Y, X, Y, X, X, Down, Up, Down, Up, B, X.) this is an example for a cheat that is activated through video game consoles.
